Community Support Required for National Flood Insurance Availability

Recent events in Wisconsin — specifically, the flooding and draining of Lake Delton — provide a harsh reminder that the NFIP is about more than just providing flood insurance.  For NFIP coverage to be available in a community, that community is required to abide by federal policies intended to reduce the potential devastation from flooding.

Lake Delton, Wisconsin wasn’t signed up with the NFIP.

Seen at the Milwaukee Journal-Sentinel:

Residents and landowners affected by the Lake Delton breach spent Wednesday seeking an explanation for why the community opted out of a free national floodplain insurance program that 90% of the state’s flood-prone communities have joined.[...]

The Village of Lake Delton began the paperwork just two weeks ago to rejoin the floodplain insurance program after a dispute with FEMA’s floodplain elevation maps from 2001 caused it to back out. But because of that decision, residents such as Tim Fromm, Tom Pekar and Don Kubenik were not able to obtain flood insurance - which is backed by the federal government - for the homes they built on the shore of Lake Delton within the last few years.[...]

Oopsie.  The lawsuits arising from this should be…entertaining

February Not a Good Month for Hillary

Wisconsin (99% reporting)
Dems — Obama 58%, Clinton 41%
GOP — McCain 55%, Huckabee 37%, Paul 5%

Hawaii (100% reporting)
Dems — Obama 76%, Clinton 24%

Washington
GOP Caucus (9 Feb, 96% reporting) — McCain 26%, Huckabee 24%, Paul 22%, Romney 15%
GOP Primary (19 Feb, 57% reporting) — McCain 49%, Huckabee 20%, Paul 20%, Romney 7%

If I’m not mistaken, that means that Obama has swept all the primaries/caucuses since Super Tuesday, that we can expect some ugly campaigning by Hillary between now and the Ohio & Texas primaries in two weeks…and that Washington Republicans can’t count votes.

A SWAT Raid Gone Bad

Via Q And O, I came across this “Police Gone Wild” gem, from the Milwaukee Journal-Sentinel:

A SWAT team from the Milwaukee Police Department burst into Denise Berndsen’s apartment and turned the place upside down looking for evidence of child porn.

Oops. The man they were targeting had moved out five weeks earlier.

Instead they roughed up Berndsen, who had returned home from back surgery that day, her 74-year-old father, and a man she had just started dating and who for a few terrifying minutes wondered what he got himself into.[...]

She said the doors were damaged by the police, and she has been unable to get the landlord to secure them. A doctor has told her she is suffering from a stress disorder since this ordeal, she said, and she’s not sure she can bear to stay at the apartment any longer.

Berndsen spent a few weeks trying to find a lawyer to take her case after the botched raid, but so far none has agreed to do so. Then she contacted the news media.

You’d think that if you’re going to send a bunch of armed men into a seemingly hostile situation, you’d do a little bit of intelligence-gathering to make sure that your suspect is on-site.

You’d also think that if a municipality makes this big of a goof, they’d repair and and replace the damage done in their misadventure, and make sure the victim of the mishap was suitably taken care of.
