No east-west routes above 266 means that you want to extend the network northward into Canada? Knowing the highway network well up here, I could draw up the northern extensions…and already have some ideas…

Again, I would take exception to some of the alignments and even the numbering. For example, renumbering I82 to a NS 273 (the source of much ire to many road geeks) ignores the original and still working plans of the state of Washington, which connects I82 from Yakima to Tacoma and renumbers as 382 to Ellensburg.
Also, the split of US101 into 287 and 289 would be much better by 287 running US101 LA, CA to Aberdeen, WA; then US12 to Elma, WA; SR8 to US101, then US101 to I5 in Olympia. US101 from Aberdeen around the Olympic Peninsula to Olympia would then become a loop route, probably a 900 series.

I like the 287/289 split personally; they function as two completely separate routes. (In addition, it leaves 289 open for a northern extension across the Strait of Juan de Fuca if the system was extended). Another option is to give 289 to CA-1 and a few other routes while keeping 287 for the entire 101 but that creates lengthy multiplexes.
As for the I-82 thought, 228 (flipping the 8 and 2) could work there if it is an E-W route, but there is a large set of numbers to work out of (from 204 to 248).
