Am I correct in my understanding that CT is only interested in offering rebates to those willing to enter a long term lease from one of 20 favored system contractors? If I am willing to pay for the system outright can I still get a rebate without income limits?

I don’t believe in leases. As I see it they are simply loans with higher interest rates and higher overal costs than I would otherwise have to incur especally since I don’t need a loan.
