An Ordinary Citizen Notices Insurance Subsidization in Florida

The author of this letter to the editor in the Herald Tribune deserves a kewpie doll:

I just received my car-insurance renewal notice. It includes two new Florida Comprehensive Hurricane Damage Mitigation Program fees: the Florida hurricane catastrophic fund (1 percent of the costs of my policy for six months) and the Florida “JUA auto recoupment fee” (0.24 percent).

These two mandatory charges add $7.14 to the cost of renewing my car insurance for another six months.

Why are car owners being told by the state they now have to virtually subsidize homeowners? I do not recall any vote by Florida citizens for this new form of taxation. Possibly the state forgot to ask us to vote on this.
