The President asserted his new authority when he signed a postal reform bill into law on Dec. 20. Bush then issued a “signing statement” that declared his right to open people’s mail under emergency conditions.
Gotta love those signing statements, which I’ve commented about previously (here and here).
I’ll bet that many people hadn’t thought about the President’s preferred way of creating wiggle-room in many months. Perhaps some action against the statements would be appropriate to place high on the agenda of Congress’ new management.
